The Viewers and Listeners Protocols were guidelines created in the Eleven-Day Empire to deal with the Remote.
After the failed assault on Simia KK98, it was decided to give the Remote freedom to develop on their own. Faction Paradox Mothers and Fathers would observe but not interfere in what became known as "Remote Mark Two". One of the projects was influencing North American warrior tribes on 19th century Earth.
