The Order of the White Peacock was a secret society that was believed to have originated in China.

First revealed to the West in the late 19th century by the efforts of Sir Richard Carnac Temple, little was known about it. By the 20th century it became the basis for the idea of the Yellow Peril. Pulp villains like Ming the Merciless, Shiraz Khan, the Yellow Claw and the Scourge were derived from that concept. It was believed that the Order proposed the idea of Production Hell, a literal Chinese puzzle on a soundstage from which no one could escape. (PROSE: The Book of the War)
