The Faraway Declaration was the Head of the Presidency's attempt to deny the existence of the enemy.
After the War King warned the Great Houses of the danger presented by the enemy, the Head of the Presidency gave a long rambling speech. In it, he said he would take a small group to where the enemy supposedly existed, a few thousand years after the Big Bang. Once there, he would establish a colony, the first in recordable history. He would return five days later to prove the supremacy of the Houses.
The mission, however, was a catastrophic failure resulting in the First Message from the Enemy. (PROSE: The Book of the War)
